For HOA Boards & Property Managers
The Exterior Cleaning Budget & Scope Worksheet
Before you put your community's pressure washing and soft washing out to bid, scope it and budget it right. This free worksheet gives your board a surface inventory, a cleaning-frequency planner, a budgeting framework, and the exact questions to ask any vendor — so you compare bids apples-to-apples and don't get surprised.
What's inside
Everything Your Board Needs to Scope & Budget It
Surface & scope inventory
Every community surface worth cleaning — roofs, building exteriors, walkways, amenities, corrals, signage — with space to note material, area, and condition.
Frequency planner
A realistic Florida cleaning cadence per surface, plus a column to set your community's target so cost and condition stay predictable.
Budgeting framework
The real variables that drive cost — area, access/height, surface type, frequency, storm buffer — so you can plan a number, not guess one.
Vendor question checklist
Insurance/COI, subcontractors, warranty-safe methods, reporting, locked-rate terms — the questions that separate a real vendor from a cheap one.
Board-approval packet
Exactly what to bring to the board so the vote is easy: scope, cadence, documentation, and term options on one page.

HOA & Community Exterior Cleaning
Budget & Scope Worksheet
Prepared for your board by Sandbar Soft Wash · Tampa Bay · (727) 712-6281 · sandbarsoftwash.com
1 · Surface & Scope Inventory
List every surface your community wants cleaned. This becomes the scope every vendor bids against — so you compare like for like.
| Surface | Material / notes | Approx. area or count | Condition (1–5) | Include? |
|---|---|---|---|---|
| Building / unit roofs | Shingle · tile · metal | ☐ | ||
| Building exteriors / siding | Stucco · vinyl · block | ☐ | ||
| Sidewalks & entry walkways | Concrete · paver | ☐ | ||
| Pool deck / amenity areas | Paver · concrete · cool-deck | ☐ | ||
| Clubhouse / office | ☐ | |||
| Dumpster corrals / trash areas | ☐ | |||
| Monument / signage | ☐ | |||
| Fences / perimeter walls | ☐ | |||
| Parking structure / garage | ☐ | |||
| Other: ______________ | ☐ |
2 · Cleaning Frequency Planner
Florida sun and humidity regrow algae and mildew within a year. Match each surface to a realistic cadence, then set your community's target. More frequent = higher annual cost but lower per-visit buildup and fewer resident complaints.
| Surface | Typical Tampa Bay cadence | Your target |
|---|---|---|
| Roofs (soft wash) | Every 18–36 months | |
| Building exteriors | Every 12–24 months | |
| High-traffic walkways / entries | Quarterly to semi-annual | |
| Pool deck / amenities | Quarterly to semi-annual | |
| Dumpster corrals | Quarterly | |
| Signage / monuments | Semi-annual to annual |
3 · What Actually Drives the Budget
Instead of guessing a number, understand what moves it. A credible proposal prices your property from these — not a flat per-door rate.
- Total surface area — the single biggest factor. More roof, siding, and flatwork = more time and material.
- Access & height — multi-story buildings, steep roofs, tight courtyards, and water-only access all add labor and equipment.
- Surface type — delicate tile, pavers, and painted surfaces need soft washing (gentler, slower) vs. durable concrete.
- Frequency — a recurring plan lowers the per-visit cost because buildup never gets severe; a one-time deep clean of a neglected property costs more per visit.
- Storm & season buffer — budget a contingency for post-storm salt/debris cleanups, which spike demand and price.
To turn this into exact numbers, a vendor should walk the property (or review a site plan + photos) and give you itemized, per-surface pricing. Beware any bid that quotes a community sight-unseen.
4 · Questions to Ask Any Vendor (Before You Sign)
- ☐ Are you fully insured, and will you provide a current Certificate of Insurance (COI) before work begins?
- ☐ Do you use your own crew or subcontractors? Who is actually on our property?
- ☐ Do you soft wash delicate surfaces (tile roofs, pavers, screens) rather than blast them with high pressure?
- ☐ What documentation do we get — before/after photos, service logs, board-ready reports?
- ☐ Can you hold a locked rate on a 1-, 2-, or 3-year agreement so our budget is predictable?
- ☐ Can you schedule around residents and operations (quiet hours, amenity access, parking)?
- ☐ Can you provide references from comparable HOA or managed communities?
- ☐ Is pricing itemized per surface, so we can adjust scope without re-bidding the whole job?
5 · Board-Approval Packet Checklist
Bring these to the vote so approval is a formality, not a debate.
- ☐ Final scope (Section 1) and target cadence (Section 2)
- ☐ Itemized written proposal from the vendor
- ☐ Certificate of Insurance (COI)
- ☐ References from comparable communities
- ☐ Term & locked-rate options (1 / 2 / 3 year)
- ☐ Documentation & reporting plan for board files
